Land Use Planning Section
The Land Use Planning Section of the Engineering and Land Use division promotes the growth of sustainable and attractive communities through its administration of provisions of the Urban and Rural Planning Act, 2000. The section promotes orderly and economic development of land throughout Newfoundland and Labrador.

Adopted and implemented by municipalities, Municipal Plans and development Regulations are the primary tool for establishing municipal policies to advance community growth and the development of land. Municipal Plans coordinate council policies and decisions for the well-being to the entire community and promote the efficient use municipal financial and material resources, especially land. The section undertakes the review of these documents to ensure that they reflect provincial policies and have been prepared in accordance with the requirements of the Urban and Rural Planning Act, 2000.

Municipalities and the public frequently consult the Land Use Planning section for advice on development and policy decisions. The section helps municipalities interpret legislation and implement Municipal Plans and Development Regulations through day-to-day decision making.

There are four regional appeal boards, appointed by the Minister, in place across Newfoundland and Labrador. These Appeal Boards hear appeals made by individuals and groups dissatisfied with a development decision made by a municipal council or other development authority.

Specifically, the Land Use Planning Section:

Administers the provisions of the Urban and Rural Planning Act, 2000 by reviewing and registering Municipal Plans, Development Regulations and amendments;

Operation of the regional appeal boards;

Answers inquiries and provides advice to municipalities and the public on development decisions;

Prepares protected area, protected road zoning plans and local area plans;

Works with partner municipalities to develop regional plans;

Administers the expropriation and purchase notice provisions of the Urban and Rural Planning Act, 2000;

Administers Feasibility Reports for the expansion or reduction of municipal boundaries under the Municipalities Act, 1999;

Prepares municipal boundary and municipal planning area maps and descriptions;

Creates and provides digital and paper maps to municipalities, planning consultants and the public;

Delivers training, planning support and technical advice to municipal councils and staff so that they can make policies and decisions that promote the sustainability and growth of their communities.

Current Projects: (Updated 01-AUG-06)

Land Use Planning has undertaken various provincial planning projects. Currently it is working in partnership with municipalities in the Humber Valley and the Northeast Avalon to prepare regional plans for those regions.
